The Construction Products Directive (CPD) 89/106/EEC applies to any construction product used in construction works including both building and civil engineering works. Products meeting the essential requirements of the CPD will then be eligible for 'CE marking' and may be sold to any member of the European Economic Area (EEA). Under the CPD the route to CE marking is by complying with the relevant technical specifications.
A CE mark on a product denotes that that product has been tested, assessed and complies with the requirements of the relevant standard. The level of attestation is outlined within the Standard, including specific requirements for testing and assessment by a Notified Body allowing the CE mark to be affixed. The main purpose of this is to have common requirements across Europe offering free movement of goods for all European suppliers. Care should be taken by designers requesting additional tests or imposing other requirements as this could be viewed as a barrier to trade.
If a product is CE marked then no other checks on product conformity should be necessary. A product that carries CE marking does not need ‘third party checks’.
Over the past 12 months PDS Plc has been working closely with Lloyd Register Quality Assurance (Notified body 0038 under the CPD) in order to allow CE Marking on our Envirokerb and Envirodeck range, and in gaining ISO9001 (accredited by UKAS) for our internal management systems. PDS have also contracted LRQA to take over existing ISO9001 quality management systems in our production facilities and implemented Factory Production Control specific to the BSEN1433 standard.
PDS PLC now has an EN1433 ITT Certificate and a Declaration of Conformity allowing CE marking on both the Envirodeck and Envirokerb Combined Kerb Range. ISO9001, fully accredited by UKAS has also been achieved. We are in excess of the essential requirements of the EN1433 standard by having on-going surveillance and third party control at all our manufacturing plants.
